Abstract:
Main objective of work consists in identification of the main problems of innovative and technological development of social and economic territorial systems and formation of mechanisms of their decision. During research such problems, as were revealed: gradual loss of intellectual resources of the region (reduction of number of the workers who are engaged in researches and development); delay of processes of reproduction of shots of scientific and innovative potential; delay of rates of reproduction of new technologies (reduction of number of the advanced production technologies created in the region); strengthening of disproportions in structure of financing of basic and applied researches; priority change in production of innovative production towards simple technical improvement on the basis of already available morally and physically outdate technologies. For the solution of these problems, on our opinion, are necessary: optimization of structure of financing of basic and applied researches from the federal budget; creation of conditions for attraction of the prepared scientific and technical shots to research and innovative spheres; change of structure of reproduction of experts in branches of science (increase of a share of let-out experts in the field of natural, technical science).
