The problem of projecting institutes’ evaluation has been considered in the article. On the base of the special literature analysis concerning the problems of institutes’ effectiveness the need for complex approach in the process of substantiation of social-economic effects during the formation of passenger traffic market economic institutes has been revealed. Development of methods for complex evaluation is based on methodological concept of institutes’ spiral progress. This concept reproduces value approach and arising entropy. Methodology includes the analysis of qualitative and quantitative characteristics of models, evaluation of coherence and probability of opportunistic behavior. Approbation of methodology has been carried out on the example of seven models of management of passenger traffic market.
