Abstract:
In article possibility of application of positions of the theory of a public choice to social and economic development of monocities is proved. Within the limits of the given theory the concept of institutional emptiness which has allowed to allocate as a part of institutional system of a monocity two groups of institutes — institutes of stabilization social and economic positions of monocities and development institutes is offered.
