Abstract:

Modern approaches in the sphere of government regulation of the economy are based on the needs for a thorough analysis of the norms before they come into force as well as on the involvement of all interested parties in the decision- making process. In practice, these conditions are reflected in the institution of regulatory impact assessment (RIA). The purposes of the article are to study the formation of such institution in Russia; to analyze the problems of its insufficient effectiveness at present; and to determine the further directions for its development. Based on the modeling method, the author describes the structure of the RIA institution and the criteria of its effectiveness for each of its levels. Based on the results, the author concludes that there are some gaps in the functioning of different levels of this structure. The overcoming of this problems could be a significant step in the development of RIA in Russia.
