The rigidity of budgetary constraints in transformed economy

Abstract:

The article deals with behavior problems of production companies in transformed economy. It is justified that the process of transformation, which does not take into account the historical and technological aspects of the object of reform leads from the behavior based on the action of «soft budget constraints» to the behavior based on the action of «soft institutional environment.» Conclusions and justifications are made on the example oil and gas sector of the Russian economy. Author sees the exit from the current situation including in a more accurate account of the technological features of the functioning of the oil and gas sector, which were formed in the system of central planning and control.
