Public policies to enhance manufacturing modernization: microeconomic approach

Abstract:

This article analyzes public policies to enhance competitive performance among small and medium-sized manufacturers by accelerating their use of best-practice technologies in developed countries, and in particular, the Manufacturing Technology Centers Program in the United States. Using a microeconomic model based on the firm- and industry-level effects of these programs, we provide some recommendations on the Russian public policies toward small and medium-sized manufacturers. The idea of networks between firms, research institutes and public organizations is promoted.
