Priorities of Science: selection procedure

Abstract:

The current foreign policy situation creates additional opportunities for structural changes in the Russian economy and forcing pristrastnee to assess the priorities of State scientific and technical policy. Accents in choosing priorities of scientific and technical activities depend on the needs of public security, defence, economic viability, competitiveness, etc. The presence of several principles of which should come when selecting priorities for science, technology and engineering, as well as a number of limitations and criteria used to evaluate projects requires the analysis of past practice, the selection of priorities and the development of appropriate procedures. The article discusses the principles and criteria for selecting priorities for science, technology and engineering, the evolution of the works of their own choice, challenges and threats that affect the choice of priorities of the development of scientific and technical sphere of Russia from the process and structural models of choice. Systematization of procedures for selecting priority areas for development and structural models with system positions to address a specific task selection, make more transparent to the participants the process of choice. Detalization models proposed procedure will not only understand when and what methods can be used, but it is better to provide the short-term priorities for the development of science
