Abstract:
The article considers the authors’ opinion on the issues of the evaluation of state cross-effects programs in the context of green economy principles. The authors’ hypothesis is that the transition to the green economy can be evaluated as a consequence of the implementation of several interacting and interrelated state programs. The research is based on the overview of the scientific study, background information documents and content analysis of legal and regulatory basis in the subject area. The authors reveal the theoretical preconditions of the emergence and formation of green economy conception. It shows that the achievement of green economy principles at the level of individual states is ensured through the implementation of the objectives of national transition strategies to the green economy. The article considers evaluation methods used in the expert community for the transition to green economy principles. The authors demonstrate the need for enhancement of evaluation of state programs effectiveness that directly or indirectly can bear evidence to the implementation of green economy principles. The article distinguishes the specific features of the program mechanisms contributing to the development of evaluation models of the state programs effects. As an example of the early studies, the authors show the possibility for the evaluation of the crosseffects of the state programs implementation in the field of small and medium-sized businesses. The authors prove the possibility and necessity of evaluation in the context of green economy. Institutional preconditions for the development of the toolkit for the evaluation of state cross-effects programs in the context of green economy principles and factors reflecting the need for such evaluation are presented. The authors offer criteria that reflect conditions (possibilities) and objectives for the evaluation of state programs cross-effects in the context of the implementation of green economy principles. The authors consider that the evaluation method of state cross-effects programs is very perspective as it aims to increase the productivity and effectiveness of the state administration mechanisms, including the strategic objectives of social development.
