Abstract:
In a state of law, the development of which is aimed at meeting the immediate needs of all categories of the population, without exception, and not some «chosen» circle of people, the so-called «age-related» expenses (budget transfers for pensions on early childhood care, health care, education, social assistance to needy categories of the population, etc.) are considered as objective conditions for the successful development of the state and set as targets in the system of macro-economic parameters of the strategic planning. The study addresses the problem of increasing the retirement age as a factor of macroeconomic development of the country in the context of strategic planning methodology adopted under the 2014 Federal Law «On the strategic planning in the Russian Federation.» The paper shows that in economically developed countries is «age» of the state budget expenditures converted into insurance instruments forming social obligations, and does not depend on the budget problems. Thus, the rate of the retirement age on the economic content becomes a factor in the formation of self-regulation of the pension rights of insured persons, rather than the budget system costs. The main conclusions to be considered in the process of strategic planning and forecasting in our country lies in the fact that in order to mitigate negative impact of the aging population should be completed insurance pension reform, which will «lead» the budget of the FIU from the scope of the budget impact of that will contribute to the strengthening of its financial independence in order to better address the problems of pension provision of Russian citizens.
