Abstract:
The paper investigates the theoretical foundations of competency-based management, such as institutional theory (conception of institutional barriers and institutional filters) and resource theory (core competences conception). The model of competences’ formation and implementation at the regional level is presented. According to the proposed methodological approach, the governance mechanism is described, in which the institutional barriers and institutional filters are considered as managerial factors. The proposals at management tools have been developed that strictly conform to managerial factors, such as institutional barriers and institutional filters.
