Abstract:
The development of resource-based territories depends upon the appropriateness of institutional system, which provides the elaboration and realization of its resource potential. It assumes taking into account the specific characteristics of the functioning of the objects created within the system of centralized planning and management (first of all, unique projects, which role is still huge) and also the features of the development of new, smaller and less typical objects. The development of latest ones much more depends on the success of the integration of general and local knowledge and skills.
