Institutional change in peripheral regions: impact of the social capital

Abstract:

The article deals with the problem of institutional change using synthesis of original institutionalism and social capital theory. Institutional change are primarily caused by the caracter of prevailing social values, both ceremonially and instrumental. Social capital manifests itself in enhancing of trust and social identity by reproducing patterns of behavior based on the prevailing system of social values. Typical social capital in peripferal regions of the North Caucasus is based maily on ceremonial values, determining the specific character of behavior patterns and informal institutes. Institutional modernization in peripheral regions should be at development of all forms of education. Knowledge accessibility depends on regulative mechanisms with regard to the specificity of the social capital in context of evolution of instrumental social values.
