Innovative opportunities as a resource for socio-economic transformation in Russia

Abstract:

This article outlines the role transition of the global community in an innovative stage of development as the base social and economic innovation. Authors identified opportunities of using innovative capacities as a resource for the modernization of the economy, growth of competitiveness and ensuring of the economic and political security for the State. The need for innovative change in the Russian economy is issued as a condition for ending the crisis and the prerequisite for effective social and economic development. Special attention is paid to the problems of State support for science, innovators; protect intellectual property rights and other legal aspects of innovation policy. It was formulated the principles of State innovation policy and proposals to expand the powers of the constituent entities of the Russian Federation in the field of management of innovation processes. There are proposed mechanisms of financial and economic support for innovation.
