Abstract:
The generalized econometric fixed effects model of factors of innovative activity was constructed on the basis of the modified «function of generation of knowledge» of Kobb-Douglas is developed and estimated on panel data. On the example of the Russian regions the econometric analysis is carried out and the factors which are influencing functioning of innovative systems in regions are revealed. A number of measures for stimulation of these factors influencing all groups is necessary for increase of efficiency of innovative activity: development of the human capital; improvement of conditions for competition development; stimulation of investment activity; increase of a level of development of infrastructure; foreign trade activities expansion.
