Abstract:
The article develops a methodological tool that allows diagnosing the institutional environment of local public goods. It includes the analysis of the number of visitors to a selected list of local public goods; the analysis of the dynamics of their funding; and the quality assessment based on specific criteria (territorial and price affordability, evaluation of specific characteristics of goods). The article shows the mechanism for diagnosing the institutional environment. It includes the diagnostic procedure, the institutions for the production of local public goods, as well as the economic agents involved in this process. The matrix of the current state of the institutional environment, as a result of the application of the described procedure, serves as the basis for the determination of the directions for the institutional environment development.
