Abstract:
Article is devoted to the review and systematization of the main methods of counteraction and regulation to institutional anomalies — inefficient conditions of institutions and suboptimum forms of institutional structures. On the basis of the comparative-descriptive analysis all anti-abnormal methods are classified by criteria of character, an orientation, contents, objects, subjects, a key factor, stage of institutionalization, way of realization and measurement of regulatory influences. The greatest prospects characterize the mode methods including approaches to the operated change of ways of use of institutions in practice of managing for the purpose of decrease in potential of opportunism and deviations of agents (an electronification of interactions with the state structures, introduction of the principle of «one window» and a declarative way of registration, etc.); cognitive methods covering regulatory impacts on abnormal representations, beliefs and models of decision-making by agents (default rules), introduction of «cooling periods», high requirements to disclosure of information, increase of level of user-friendly interface of standard institutions; preventive methods directed to decrease in risks of emergence of institutional anomalies at an initial design stage of institutions due to ensuring landmark, component and resource completeness of the project. Limitation of the isolated use of separate methods of counteraction to institutional anomalies and need of their combination in practice of regulation of economic institutions is discussed.
