Abstract:

This work was aimed at the development and justification of an approach to innovative resources as an important component of social and economic security and stable development of both the region and the country as a whole, ensuring the growth of competitiveness, labour productivity and quality of life. This approach forms a theoretical basis for the development of a modern, innovation-oriented strategy for socio-economic development. An analysis of the current state of innovative potential in the federal districts of the Russian Federation revealed the following bottlenecks of modern innovative development: technological lag behind developed countries, low innovative activity, lack of favourable conditions, including financial ones, for the development of innovative activity. The result is lagging behind developed countries and technological dependence. The basic laws and features of building effective innovation systems in various types of Russian regions are revealed: a) those with a sufficiently developed high-tech sector; b) those with dominance in medium-tech low-level industries (metallurgy, oil refining, etc.) and c) those resource-mining (low-tech group). The application area of the results evolves the sphere of state management of innovative processes in the subjects of the Russian Federation and the country as a whole.
