Abstract:

This article discusses the features of infrastructure development in rural areas of individual regions of Russia. The purpose of the study is to test the relevance of the use of management approaches based on the principle of polarized development. It is hypothesized that the implementation of the modern policy of spatial development of rural areas leads to the fact that the sub- jects of the country with a more developed infrastructure increase its qualitative characteristics, while regions with a relative lag increase the existing gap and lose their competitive advantages. The suggested hypothesis requires empirical verification in the form of methods of legal acts and official statistics analysis. The results of the analysis exemplified by the Perm Territory indicate high subjectivity in the implementation of the approach of spatial development of the infrastructure of rural areas in the regions of the country. These findings lead to the conclusion that there exists a need for additional research confirming the objectivity of applying the spatial approach based on the principle of polarized development with regard to the rural territories of the Russian Federation and their infrastructural component as a major managerial decision in modern conditions.
