Abstract:

The article proposes to introduce “the image of the future” concept into strategic planning documents. At present, such a basic concept is not regulated by existing norms, although there is such a need. The evolution of views on “the image of the future” concept was examined using works by numerous scholars, from Aristotle to contemporary researchers. It is shown that the organising part of shaping “the image of the future” should be based on the logical formulation of new economic and socio- cultural technologies for combining the interests of various social groups and the society as a whole. It is established that “the image of the future” is a project work implying the creation of a unifying idea for the development of economic entities. Basic principles and approaches to the formation of “the image of the future” were determined. Stages in the formation of “the image of the future” were identified. An analysis of the development parameters of the city of Ekaterinburg, Sverdlovsk and Kurgan Oblasts showed that the genetic approach should be considered; however, it should not prevail in the development of “the image of the future”. The experience of the authors in defining and changing the image of a municipality was demonstrated on the example of the Verkhnyaya Pyshma urban district. The obtained results can be applied by public authorities and local governments in the development and updating of strategic development documents.
