Abstract:
The article is devoted to the disclosure of institutional environment meaning in the process of developmental institutions formation. According to the institutional environment type, productive or rent-seeking, developmental institutions or quasi developmental institutions may be designed. Developmental institutions stimulate generation and commercialization of Schumpeterian innovations while quasi developmental institutions make it profitable to realize rent-seeking innovations, which are the new combinations of official privileges. Quasi developmental institutions are the specific affiliates of local authorities in the Russian economy on the regional level. They are used for the federal and regional budget resources distribution in the regions or to attract resources from private sector. Signs of developmental institutions transformation into the specific affiliates of local authorities are pointed out.
