Abstract:
The paper defines the boundaries of the field of socially-oriented implementation of the regional cluster policy based on the following restrictions: 1) there exists a conflict between federal and regional socio- economic, including industrial, innovative, scientific, technological, industrial and corporate, policy, and 2 ) the lack of conditions to ensure the stability of the cluster and interact with it systems to environmental effects, and 3) lack of adaptability to transform the basic policies, concepts, strategies and programs. The main parameters of the formation of a regional cluster policy for socially -oriented clusters.
