Abstract:

There is the analysis of waste management in Russia and the Kaliningrad region in this research. The purpose of the research is to identify institutional barriers to the recycling of waste. The author used information and analytical materials of official authorities, as well as environmental organizations. It is shown that the possibilities of separate collection of waste and recycling are limited by the characteristics of property relations. We have found that the low level of property rights’ specification and the spread of the common property regime lead to the strengthening of opportunistic strategies of economic agents and the emergence of a “tragedy of commons”. We identify that the increase in transaction costs of recyclers as a result of the customs service’s activities leads to the formation of the category of «anti-property» in relation to waste generated in the Kaliningrad region. The article shows that the features of the property specification form a system of incentives for economic agents in the field of waste management. The conclusions and suggestions formulated in this paper can be used in developing the environmental policy of Russia and the Kaliningrad region.
